In order to maintain the security of our Airmen, Soldiers and families, all personnel must be in possession of a military ID, Department of Defense civilian or contractor ID, or previously issued active base access pass to enter Joint Base Langley-Eustis. Any Person(s) not in possession of one of these forms of identification must have a DOD CAC (Active duty/Reserve/Guard/Civilian -Active service), military dependent or retiree ID card holder as a sponsor and enter JBLE through the Visitor Control Centers.

The REAL ID Act, passed by Congress in 2005, officially went into effect June 6, 2017; however, DHS issued a grace period for enforcing the act for most states not currently in compliance with the REAL ID Act. All non-compliant states/territories that do not have an extension will be subject to REAL ID enforcement at TSA checkpoints as of May 7, 2025.
People with currently-valid DBIDs ID cards will maintain access to the installation; however, if the card expires after the date of the REAL ID Act enforcement, they will need a valid form of identification to renew it.

All sponsors must complete and submit the JBLE Form 1 Base Access Request (BAR) or have the option to come in person with the visitor(s) to sponsor visitors onto the installation.
This document is an "all-in-one" request, which encompasses Foreign Visitor/Unofficial Visitor/Special Events/Contractor Access request(s).
Sponsors will submit this document via government email to the Visitor Control Center (VCC) organization account, 633SFS.S5P.VISITORCONTROLCENTER@us.af.mil (Langley AFB VCC) or 733MSG.S5T.VCC@us.af.mil (Fort Eustis VCC). If you are unable to submit through government email, you may request visitor access in person. Pass requests may be requested for up to 12 months depending on the need for access (Contractors can be up to 1 year).

FOREIGN VISITORS are not authorized base access without prior approval from the Foreign Disclosure Office. They are required to have their Passport and USA VISA (unless their country of origin is listed under the waiver program) with the completed JBLE Form 1. At minimum, Foreign visitor request needs to be submitted at least 1 week in advance to the appropriate VCC prior to the visit. Foreign CAC Holders, Sponsors are still required to complete the JBLE Form 1, but input their CAC numbers and have the Foreign National’s Case ID to turn into the appropriate VCC office.
VETERAN HEALTH IDENTIFICATION CARD (VHIC) HOLDERS must bring a current VHIC and state issued ID or Driver's License to the VCC. VHIC cards will be enrolled for a period of 1 year, after which a reevaluation will be made. VHIC holders are still subject to a favorable background check and may be denied access if disqualifying factors are found. VHIC cards must state one of the following criteria to be granted access: Service Connected, Medal of Honor, Purple Heart, or Former POW. VHIC holders are not authorized to sponsor guests unless the guest has a caretaker letter from the VA.
Active-Duty members, retirees and their dependents (18 years or older), and Civil Service employees can sponsor (one day) large events, parties, and/or meetings by completing the following steps:
(1) Submit JBLE Form 1 request to 633/733 SFS Pass & Registration via government email on in-person to:
- Langley AFB VCC, Bldg. 5, LaSalle Gate: "633SFS.S5P.VISITORCONTROLCENTER@us.af.mil"
- Fort Eustis VCC, Bldg. 2, Eustis Blvd. Gate: "733MSG.S5T.VCC@us.af.mil"
(2) All requests must be submitted at least ten (10) days in advance. Allow five (5) business days at minimum prior to calling for the status
(3) Pass and Registration/VCC will submit a response to the Point of Contact email request and provide a tracking number. This tracking number needs to be provided to the Attendees to provide to the Security Forces upon entry. For any questions, contact Langley Pass and Registration at 757-764-7770, 757-764-4170 or 757-764-1686. For Fort Eustis inquiries, contact the Fort Eustis VCC at 757-878-1878.
Contractors and vendors (construction crews, custodial services, food vendors, etc.). Active-duty members and civil service employees can sponsor contractors and vendors for up to 6 months by completing the following steps:
(1) Sponsor(s) must be on an Appointment Letter maintained by Security Forces Pass and Registration and signed by the Sponsor's Unit Commander/Director, approving the Delegation of appointed personnel to sponsor contractors/vendors through request.
(2) Submit JBLE Form 1 request to 633/733 SFS Pass & Registration via government email to "633SFS.S5P.VISITORCONTROLCENTER@us.af.mil" (Langley AFB VCC /Bldg. 5 Lasalle Gate) or "733MSG.S5T.VCC@us.af.mil" (Fort Eustis VCC) or in-person.
(3) Contractor/Vendors will have their driver's license/state identification card, vehicle registration, and vehicle insurance on hand for background vetting prior to issuance of DBIDS Contractor Badge/Pass.

If a member was denied access due to discrepancy(s) in their criminal record, have the option to appeal the denial by providing the following documents to 633d Pass and Registration (Adjacent to Lasalle Gate):
(1) Letter of Intent (Letter of why the member need access)
(2) Certified Criminal Record of the Current Year (VCC personnel will inform if the offense is in VA or in another state. If it is from another state, member must obtain a criminal record from that state)
(3) Character letter(s) from current or past supervisors/friends, who can speak to the volume of the member's character
Upon entry to the JBLE (installation), personnel must notify the Security Forces entry controller that they have a privately owned weapon and where they intend on transporting to.
All base housing residents living in must register privately-owned firearms with the 633d Security Forces Squadron Armory, Building 775 or 733d Security Forces Armory, Building 648, by completing an AF Form 1314/Firearms registration and AF Form 1297/temporary receipt at the minimum. However, if the days of occupancy extends over 30 days, in conjunction with AF Form 1314, a DD Form 2760/Qualification to Possess Firearms or Ammunition and memo signed by the member's Unit Commander will need to be obtained and filed to the appropriate Security Forces Armory. These required documents must be updated annually. Privately-owned firearms requiring registration include any item capable of firing a projectile excluding pellet and airsoft guns. Removal of privately owned firearms stored at the Security Forces armory by Airmen must be coordinated with armory personnel.
A violation on failure to register will result an Article 92 charge for Military members. In addition to registration, privately-owned firearms stored in base housing residences are required to be in a locked storage or the firearm must be equipped with a tamper-resistant mechanical lock or another safety device.

Visitor Pass Process: STEP 1: Compete the DBIDS Pre Enrollment at https://dbids-global-enroll.dmdc.mil. STEP 2: Complete the Visitor Request Form. STEP 3: Email the the Alpha-numeric code from pre-enrollment along with a front/back copy of your driver's license to 733MSG.S5T.VCC@us.af.mil.
Submit request a minimum of 10 business days prior to visit. DBIDS passes using this process will not exceed 30 days. Online visitor passes are completed by VCC staff on an availability basis. If you or your sponsor does not receive the pass before the visit date, you must visit the Fort Eustis Visitor Control Center to obtain a hard-copy visitor pass during VCC hours of operation. FOREIGN VISITORS are not authorized to use online registration. Email a completed JBLE Form 1 with their passport number on page 3 to 733MSG.S5T.VCC@us.af.mil along with a copy of their visa and passport. Forms must be received a minimum of 15 days prior to ensure processing.

Please use the following procedures if you are moving on/off the installation and require access for your assigned moving company.
STEP 1: Please email the following information to 733MSG.S5T.VCC@us.af.mil NLT 48hrs prior to your move:
STEP 2: Ensure the drivers/movers arrive at the Visitor Control Center (Bldg 2) from 0800-1400 (M-F) to receive their pass. The VCC is closed on training and federal holidays.
*Note: If any drivers/movers are replaced or if any need to be added to the pass, then the moving team will be required to go back to the VCC to get their pass updated. POCs: VCC at 757-878-1878 or 733d SFS/S5 at 757-878-4552
*Note: If your drivers/workers/packers/unpackers meet the base denial criteria (outlined in TAB B to APP 1 to ANNEX J of the JBLE Integrated Defense Plan) then they will be denied access to the installation. Also, ensure the moving vehicle meets the Department of Transportation (DOT) requirements and have the proper credentials for that vehicle.
