JBLE-Eustis SHARP


The JBLE-Eustis Sexual Harassment/Assault Response and Prevention (SHARP) program’s mission is to enhance Army readiness through the prevention of sexual assault, sexual harassment, and associated retaliatory behaviors while providing comprehensive response capabilities. Through the SHARP program, the Secretary of the Army and the Chief of Staff of the Army implement guidance from the Office of the Secretary of Defense and changes in law via policies and procedures applied across the force (active Army, Army Reserves, Army National Guard) and their adult family members. The SHARP program’s sexual harassment prevention and response efforts are complemented by the Army’s Equal Employment Opportunity program, which provides a sexual harassment complaint process for Army Civilian employees. 

The JBLE-Eustis SHARP office provides a 24-hour, seven-day a week response capability. Talking to SHARP personnel is a smart first step that allows a victim to preserve their reporting options and gain valuable information to guide them through their decision making.

Commanders are required to immediately report to the special agent-in-charge of the supporting USACID office all acts of sexual assault that they become aware of. Anyone in the chain of command, to include supervisors, first sergeants, and senior enlisted advisors (not required to be in the victim’s chain of command). All individuals in a supervisory position are required to report all acts of sexual assault of which they become aware

Every Soldier and DA Civilian who is aware of a sexual assault should immediately (within 24 hours) report incidents. Contact a SHARP SARC/VA for assistance with your reporting responsibilities. It is your Commander's responsibility to determine who has "need to know," so do not further disseminate without guidance.

This policy applies 24/7, on and off-post, during duty and non-duty hours. Policies apply to work, living, and recreational environments, including both on and off-post housing.

Sexual Harrassment

Definition
Unwelcome sexual advances, request for sexual favors, verbal comments, and physical contact of a sexual nature where submission to or rejection of them can impact or interfere with someone's job, pay or career. Guidelines apply 24/7, on and off-installation.

Confidential Reporting
Allows a victim to receive victim services from the SARC or VA. The subject will not be held accountable.


Complaint Options

  • Anonymous: Report from unknown or unidentified source.
  • Formal: File complaints with commanders/SARCs (Soldiers/Adult Family Members) or Equal Employment Opportunity (Civilians)
Sexual Assault

Definition
Intentional sexual contact characterized by the use of force, threats intimidation, abuse of authority, or when the victim does not or cannot consent. Guidelines apply 24/7, on and off-installation. 
 

Consent
A freely given agreement to the conduct at issue by a competent person.

Retaliation in response to reports of sexual assault or sexual harassment:
SHARP Sexual Assault Response Coordinators (SARCs) and Victim Advocates (VAs) will inform victims of the resources available to report instances of retaliation, reprisal, ostracism, maltreatment. If the retaliatory behavior is criminal in nature and the victim filed an unrestricted report, the crime should be immediately reported to USACIDC, even if the crime is not something normally reported to USACIDC (for example, victim’s personal vehicle was defaced).
