New ID law affects JBLE access

Beginning Oct. 10, 2017, Joint Base Langley-Eustis will begin enforcing more stringent ID policies in accordance with Federal Law passed in 2005. This will affect the ability to access the base with a Virginia state-issued ID.

The REAL ID Act, passed by Congress in 2005, officially went into effect June 6, 2017; however, the Department of Homeland Security issued a grace period for enforcing the act, which extends through Oct. 10, 2017. 

According to the DHS website, the REAL ID Act establishes a minimum security standard for state-issued driver licenses and identification cards and prohibits federal agencies from accepting for official purposes, licenses and identification cards from states that do not meet the standards.

Per the DHS, once enforcement of the act begins, federal agencies and nuclear power plants may not accept for official purposes, select driver licenses and state IDs. A complete and updated list of each state’s status can be found here: https://www.dhs.gov/real-id.

To gain access to JBLE, the following forms of identification are acceptable:

  1. Common Access Cards, Department of Defense Dependent IDs

  2. U.S. Passport

  3. Permanent Resident Card or Alien Registration Receipt Card (Form I-551)

  4. Foreign passport with a temporary (I-551) stamp or temporary (I-551) printed notation on a machine-readable immigrant visa

  5. Employment authorization document that contains a photograph (Form I-766)

  6. Personal Identity Verification (PIV), Federally-issued PIV-I card, or a PIV-I card issued by non-federal government entities

  7. Department of Homeland Security “Trusted Traveler” Cards (Global Entry, NEXUS, Secure Electronic Network for Travelers Rapid Inspection, Future Attribute Screening Technology)

  8. A driver’s license or identification card in compliance with the REAL ID Act of 2005.

  9. U.S. Coast Guard Merchant Mariner Legacy Cards/ New Merchant Mariner Credential.

  10. Merchant Marine Card issued by DHS/USCG.

  11. U.S Certificate of Naturalization or Certificate of Citizenship (Form N-550).

  12. U.S Refugee Travel Document or other travel document of immigration status issued by DHS containing a photograph (Forms I-327 and I-571).

  13. Veterans Identification Card/Veterans Health Identification Card (issued by Department of Veteran’s Affairs with picture).

People with currently valid DBIDs ID cards will maintain access to the installation; however, if the card expires after the date of the REAL ID Act enforcement, they will need a valid form of identification to renew it.

Any person in possession of a current and valid driver license or identification card issued by a state or outlying possession of the United States not in current compliance with the REAL ID Act of 2005 or operating under an approved DHS extension will need an alternate form of identification.

People who require base access after Oct. 10 and do not have an accepted form of identification, an escort will be required. This rule also applies to those contractors and delivery personnel who previously had access to the installation with state IDs and authorization through an access list.
