Hagel seeks to limit convening authority powers under UCMJ

Defense Secretary Chuck Hagel will ask Congress to change military law so that commanders cannot overturn major convictions, the secretary announced in a written statement issued April 8. Under the secretary’s proposed changes, a convening authority would no longer have the authority to set aside a conviction for major offenses such as sexual assault.
