Langley announces publication of the final record of decision for Environmental Restoration Program Site OT-25 and the final ROD for ERP Site LF-17, the annex portion of ERP Site OT-25, and the LTA Cove portion of ERP Site SS-63. Sites OT-25, LF-17 (including the Annex portion of OT-25), and SS-63 are also identified as operable units 40, 34, and 51, respectively. The remedial actions for these sites were selected in accordance with the Comprehensive Environmental Response, Compensation and Liability Act of 1980, as amended by the Superfund Amendments and Reauthorization Act of 1986, and, to the extent practicable, the National Oil and Hazardous Substances Pollution Contingency Plan.
The selection of remedial actions for ERP Sites OT-25, LF-17, the annex portion of OT-25, and the LTA Cove portion of SS-63 was finalized after the 30-day public comment period ended and all comments were taken into account. A summary of responses to comments, titled "Responsiveness Summary," is included in the final RODs.
Complete documentation of the analysis of conditions at these sites is presented in the site inspection reports, remedial investigation reports, risk assessment reports, feasibility study reports and proposed plan documents for each site. These documents, along with the final RODs, are available for viewing along with the rest of the administrative record by calling Mr. John Tice at (757) 764-1082 to make an appointment. A copy of the RODs and an index to the documents in the administrative record are also available at the Hampton Central Library, 4207 Victory Blvd., Hampton, Va. Upon request, Langley will make documents in the administrative record available for public review at the Hampton Central Library. Langley announces the publication of the revised proposed plan for ERP Site WP-02 and proposed plan for the Southwest Branch Portion of ERP Site SS-63
Public comment period - Dec. 16, 2007 to Jan. 15, 2008
Langley announces publication of the revised proposed plan for Environmental Restoration Program Site WP-02 and the proposed plan for the Southwest Branch portion of ERP Site SS-63. Sites WP-02 and SS-63 are also identified as operable units 22 and 51, respectively. The purpose of the revised proposed plan for WP-02 and the proposed plan for the Southwest Branch portion of SS-63 is to document the preferred alternatives for the sites.
The revised proposed plan for Site WP-02 is being presented because Langley evaluated another alternative in addition to the alternatives presented in the original proposed plan for WP-02. The evaluation determined that the new alternative, limited excavation and off-site disposal of soil in areas posing unacceptable ecological risk and land use controls, is now the preferred alternative for WP-02.
The preferred alternative identified in the proposed plan for the Southwest Branch portion of SS-63 is dry excavation and off-site disposal of contaminated sediment.
Langley will accept written comments on the revised proposed plan for WP-02 and the proposed plan for the Southwest Branch portion of ERP Site SS-63 during the public comment period.
Public meeting: Jan. 8, 2008
Langley will hold a public meeting to Jan. 8 at 5:30 p.m. at Machen Elementary School to explain the revised proposed plan and proposed plan and all of the alternatives presented therein. Oral and written comments will also be accepted at the meeting. Machen Elementary School is located at 20 Sacramento Drive, Hampton, Va.
The revised proposed plan and proposed plan are available for viewing along with the rest of the administrative record file by calling Mr. John Tice at (757) 764-1082 to make an appointment. The document is also available at the Hampton Central Library, 4207 Victoria Blvd., Hampton, Va. The telephone number for the Hampton Central Library is (757) 727-1154.
