JOINT BASE LANGLEY-EUSTIS, Va. - Arthur Silver, Air Force Civil Engineer Center environmental management systems program manager, used discarded pallet boards from Joint Base Langley-Eustis, Virginia to create a compost screener to help fertilize his garden. Installations are required to improve their waste prevention and recycling measures through programs such as Pollution Prevention or Environmental Management Systems.
