The Engineering Flight is the arm of 733 CES responsible for design, engineering, construction, renovation, project development and management for the installation. We are tasked with supporting our customers' current and future mission requirements. The flight is composed of engineers, architects, and technicians who work to develop solutions to requirements and acquire enterprise-level project visibility and funding.

The Engineering Flight is divided into two sections: the Project Management (CENM) Section, which is responsible for project development and project management of construction projects, A/E contracts, and CAD & Reproduction services; and the Portfolio Optimization (CENP) Section, which handles project programming (the acquisition of project authority and funding), master planning, MILCON project management, GIS, and preparation for the semi-annual Facility Board, which is the JBLE approval authority for project funding prioritization for many projects.

 

The Operations Flight provides maintenance and repair services for the Real Property and Real Property Installed Equipment (RPIE), the "Big Three" service contracts (Refuse, Groundskeeping, Custodial), warranty management, Customer Service, and Work Order Management along with the Facility Manager program, asset management, and various IDIQ contracted work areas (e.g. painting, paving, carpeting).

The Operations Flight manages the Base Operation Services (BOS) contract for JBLE-Fort Eustis. This contract covers many of the functions of traditional "shop" personnel, performing preventive maintenance and repair. The flight also has the Energy Manager and manages the privatized utilities (water, wastewater, and electricity/natural gas) on base to ensure JBLE-Fort Eustis meets mandated energy saving and reduction goals; getting the most value out of each taxpayer dollar and providing a resilient, sustainable energy platform to launch and execute our customers' various missions.

The JBLE-Fort Eustis Real Property Office (RPO) is the functional element that performs all installation Real Estate and Real Property work. It is the Office of Primary Responsibility (OPR) that executes Real Estate agreements, Key Control, Space Management, Facility Assignment/Clearances, Facility Inventory Inspections, Asset Capitalizations (DD 1354 process), FIAR Compliance, and more. The RPO is integral to the installation's framework and strives to serve its leadership in achieving all mission requirements.

The Environmental Section(CEIE) focuses on four major areas: compliance, restoration, prevention, and conservation. CEIE provides the means necessary to meet the mission while protecting the environment utilizing an integrated environmental and training platform. Protection and preservation of the environment will help Fort Eustis to remain a major DoD asset with the flexibility to meet future mission needs.
